Why does my vacuum cleaner has selective suction issues?

When I use my vacuum the attachments work and the suction is fine, but when I sweep it doesn't pick up fuzz and dirt etc. Why do you suppose that is? I plan on changing the bag to see if that helps at all. Any ideas as to what might be causing this problem?
