Why the government doesn't crack down on deadbeat parents?

seems to me if the government wanted to get more people off the system they would get the deadbeat parents to own up to their responsibities instead of the taxpayers having to foot the bill all these programs that are facing cuts because there just aren't any funds do people realize how many billions are actually owed in child support and no one seems to care where does everyone think the custodial parent turns when the absent parent isn't paying his child support but in the meantime is having more kids off with someone else is this acceptable in our society what about the kids? does anyone not care enough about this issue to do something?
