How can Illinois and Wisconsin ban concealed carry after this...?

Illinois and Wisconsin are the only two states that have yet to allow concealed carry. Additionally there are 10 states that are "may-issue" meaning that the ability to carry is decided on a case-by-case basis. How can this (as well as local bans such as those in Chicago) with the 1822 Supreme Court case of Bliss v Commonwealth. In this case, the Supreme Court ruled that the act of preventing people from wearing concealed arms is unconstitutional and void.
